The Federal Investigation Agency has issued new immigration rules barring officers from offloading passengers verbally. The order introduces written decisions, digital records and risk-based checks at ports nationwide.
FIA Immigration issued Standing Order 07/2026 for airports, seaports and dry ports across Pakistan. The new directive takes immediate effect and replaces the previous order issued in 2005.
The new order also overrides earlier instructions about immigration officers’ general duties where those instructions conflict with the updated requirements. Authorities will review the order periodically to ensure effective implementation.
Under the new system, immigration officers must record their decisions in writing instead of relying on verbal instructions. The framework also requires digital documentation to support decisions and improve accountability.
The order links immigration checks to risk-based assessments and requires officers to record relevant information in the Integrated Border Management System. These measures aim to create a clear record of immigration decisions.
The new rules place greater emphasis on officers’ responsibilities during passenger screening. Written decisions and complete digital records can help authorities review cases and establish how officers reached their conclusions.
The directive applies to immigration operations at airports, seaports and dry ports nationwide. FIA Immigration has made the order effective immediately, replacing the earlier framework and requiring officers to follow the revised procedures.
